     In a monetary society, leaders with strong ambitions to create financial gains or new developments may be suited for advancing businesses or science. However, this ambition isn't the most necessary trait for leaders in a Prout Village; unlike a monetary society, there's no need to forcibly develop society. Life in a Prout Village is mostly self-sufficient, and society can function without residents having to work strenuously. Hence, societal development only happens when everyone can benefit from it and it does not destroy the natural environment. It's necessary to choose leaders who can make these decisions, as they can help construct a peaceful and stable society. Such individuals need to be the representatives of municipalities and states, but in the electoral system of a monetary society, people of integrity often do not come forward.


    Monetary society's electoral system, where popularity, financial power, and factions are important, has significant issues. One is that voters must choose from limited information. Many people can only judge candidates based on minimal information from TV, videos, newspapers, or street speeches. If active scenes and smiles of a candidate are frequently broadcasted on TV, the impression on voters improves, but that's only a glimpse of their political activities. Hence, voters end up voting without fully understanding the candidate's character.



    To resolve these issues and elect people of integrity, a recommendation election is held within the municipality by the residents. The elected municipal leader, after passing through stages, participates in the prefectural assembly where prefectural leaders gather. The prefectural leader is also elected through a recommendation election in the prefectural assembly, and this person participates in the national assembly where leaders of other prefectures gather. Among the prefectural leaders gathered in the national assembly, a national leader participating in the continental assembly of the six continents is selected by recommendation. Finally, the world federation president is chosen from among the six continents.
