○Recommended Elections [4]

     From among the 14 members of the 2nd Assembly in the 1st Town Assembly, two will become the 1st Assembly Leader and Deputy Leader of Prout Village. The next 1st Assembly Leader is automatically chosen from the Deputy 1st Assembly Leaders. However, the Deputy 1st Assembly Leader is elected by vote among the 2nd Assembly Leaders and Deputies, and representatives of other layers are selected in the same way. Leaders or Deputy Leaders from higher organizations will join lower organizations. Then, within the 2nd Town Assembly that produced the 1st Assembly Leader or Deputy, a new Leader or Deputy is chosen to join the 1st Town Assembly.

    Recommendation elections start from the 5th Town Assembly, where the residents of each of the six homes in the circle recommend one person. When a leader for a lower organization emerges, a new leader is chosen for the higher organization. This continues all the way up to the President of the World Federation, who is alternately chosen from groups N and S.

    The reason for alternately choosing Leaders from Groups N and S is because throughout human history, men have been dominant. Without this system, there's a higher likelihood that men would be recommended more often. However, if we further subdivide the groups, the probability of recommending sincere people decreases and the complexity of the system increases. Therefore, we strive to keep the system as simple as possible.

    Once a year, on Election Day, if the Leader and Deputy are re-elected, they will maintain their positions. If they are not re-elected, a new Leader will be chosen from the remaining members of the organization. Then, a new Leader will be sent from the town assembly one level higher than the town assembly where the dismissed Leader originated. This higher town assembly will then elect a new Leader.

    When it's necessary to choose a new Leader during the annual vote, priority is given to filling the position from the 1st Town Assembly. This prevents new Leaders or Deputies from skipping a level to join a lower town assembly. Also, with this method, there may be people who never experience being a Leader and continuously participate in a lower organization as Deputy. However, to become a Deputy, they first need to be recommended by the same-level town assembly, and with the annual recommendation election, if someone is clearly incompetent or greedy, they will be dismissed within a year.
